Here's a statement from a surrey MP. This pretty much sums it up:

In
Question Period today, Jasbir Sandhu, MP for Surrey North, demanded
that the Minister of Citizenship and Immigration take action to assist
Canadian parents of adoptive children from the Democratic Republic of
Congo. Eleven Canadian families, including Fred and Shelley Muntau who
live in Sandhu’s Surrey North riding, are currently waiting in limbo for
their children to arrive safely in Canada.
Children in the DRC who have been adopted by foreign nationals have been stuck in the country since the DRC halted the issuance of exit permits in September 2013. As a result, Citizenship and Immigration Canada announced that it would delay the finalization of facilitation visas for these children to join their families in Canada. However, in June, the DRC issued exit permits for 62 children who had their foreign adoption finalized. Unfortunately, due to the delay in CIC’s processing, this only included one Canadian family.
“It is despicable that the Minister of Citizenship and Immigration refuses to advocate for these families. These Canadian parents, my constituents, are living on a different continent from their two-year old son,” explains Sandhu. “Other countries, such as the United States and Italy, are representing their citizens with strong voices, yet Canada remains silent.”
“This is a prime example of the problems with the Canadian Immigration system. We are seeing longer delays in family reunification, often with heart breaking results, and a Minister who does not understand the seriousness of the situation at hand” says Sandhu.
